Dubai, UAE – October 2026 – TOPPAN Security has become the first company to successfully complete Fime's Photo ID data model testing, passing all applicable data model test cases on both iOS and Android.
Photo ID is a digital identity document held on a phone, defined in an ISO specification. It can carry the same data as a passport chip, including the holder's photo. Fime, an independent testing laboratory, conducted data model testing of Photo ID credentials held in TOPPAN Security's iOS and Android applications, against the requirements of ISO/IEC TS 23220-4:2026, Annex C. Both implementations passed all applicable test cases, providing independent evidence that they meet the relevant data model requirements of the specification.
Building on Experience in National Digital Identity Programs
TOPPAN Security has been issuing Photo ID credentials through national identity programs for several years, including before the specification was published. Among others, its technology has supported national mobile identity programs in Argentina, which introduced the world’s first national mobile ID program and was the largest of its kind at that time. In the Philippines TOPPAN Security powered Asia’s first ISO-compliant mobile ID wallet, launched in 2023. TOPPAN Security also participates in ISO working groups and contributed to the development of the Photo ID specification.
Supporting the Complete Photo ID Lifecycle
TOPPAN Security supports the complete Photo ID lifecycle, from issuing credentials within national identity programs, to store them online and in person through TOPPAN Wallet and TOPPAN SuperApp, and verifying them through TOPPAN Verifier. At the core of TOPPAN Security’s mobile credential solution is the TOPPAN Verifiable Credential (VC) Mobile SDK, which is behind TOPPAN Wallet and TOPPAN SuperApp and is also used in the reference apps involved in Fime's testing. Already deployed in live national identity programs, the SDK supports Photo ID alongside other digital credentials, including mobile driving licenses (mDL), already certified by Fime, and mobile vehicle certificates (mVC), across multiple formats.

As Photo ID adoption expands across government and cross-border use cases, independent testing plays an important role in establishing confidence in standards-based implementations. Fime's testing provides an independent assessment, supporting the development of an interoperable digital identity ecosystem.
